Developed by North Shore CDC in partnership with Action, Inc., Harbor Village is a mixed-use development bringing 30 much needed affordable apartments into downtown Gloucester with commercial space on the ground level and 30 off-street parking spaces. One hundred percent (100%) of the apartments are affordable to households earning no greater than 60% of the Area Median Income (AMI). Harbor Village consists of ten one-bedroom apartments, seventeen two-bedroom apartments, and three three-bedroom apartments. All 30 apartments are Low Income Housing Tax Credit (LIHTC) assisted; six apartments have Massachusetts Rental Voucher Program units restricted to incomes at or below 50% AMI; eight are Project Based Section-8 units restricted to households earning at or below 30% AMI; and three are Section 811 units, of which two are set aside for Community Based Housing (CBH) clients.
The interior amenities space for resident includes a laundry and community room, and there are three airy and sunlit retail spaces, a property management office, and programming space on the ground floor.
One of the many highlights of this property is the use of high-efficiency building systems, and as a result Harbor Village is one of the few Passive House certified projects in Massachusetts. (Passive House is the world’s leading standard in energy efficient construction). All lighting and appliances are EnergyStar certified. Heating and cooling is provided by energy efficient heat pumps.
